“61. (1) Any Committee to which a Bill is committed shall not discuss the general merits and principles of the Bill but only its details.

(2) Any such Committee shall have power to make such amendments therein as they shall think fit, provided that the amendments, including new clauses and new Schedules, are relevant to the subject matter of the Bill, but if any such amendments are not within the title of the Bill, they shall amend the title accordingly, and shall report the same specially to the Assembly.”
